Again, not much information available.

The MA.1963 is a small High Frequency V.S.W.R. Meter
made by Racal Communications Limited.

The case is a die-cast box.
The dimensions are 120 mm high, 95 mm wide and 80 mm deep.

At the left side is a PL259 socket marked "RF IN", on the opposite side is a PL259 socket marked "RF OUT".

The unit has a Sensitivity Control and a Meter Switch with the positions "FORWARD" and "REFLECTED".
I assume that these two controls, together with the meter read-out, need the usual adjustment as all common SWR meter devices that do not use a cross-needle indicator meter. After the adjustment you can read the SWR value from the meter.
